Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position filled. For the GS-11 level:
Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. Serves as a Contracting Officers' Representative (COR) for assigned contracts. Assist with preparing budget(s), completes cost analysis, develops statements of work (SOWs) and performance work statements (PWSs) and monitors funding versus actual expenditures. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. For the GS-12 level:
Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates experience in the development, oversee and recommendations of directives standards, guides, procedures of the statewide rural housing program operations; implement and conduct state internal control reviews to ensure the integrity of financial and accounting information and accountability; conduct training for the statewide housing program; assists in the implementation of the agency outreach and marketing program; ensures the fair housing requirements are met for the loan program; provide appropriate leadership to ensure staff members have to tools, training, feedback they need to accomplish their jobs. There is no substitution of education for experience at the GS-12 level. Undergraduate and Graduate Education:
Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
